Abstract
This document briefly reviews the development of modern biotechnology and provides guidance for policymakers and research managers in establishing biosafety programs. It is divided into four sections. The first describes the overall context for modern biotechnology, while the second summarizes the broader themes of risk assessment and management, as well as safety regulation by governments. The third provides policy guidelines for biosafety programs, with emphasis on the establishment of biosafety committees both at the national level and in institutions undertaking advanced biological research. The fourth section summarizes international efforts to harmonize biosafety efforts, including work by the European Community, the Organization for Economic Cooperation and Development, and an informal working group of UN agencies. Includes an annotated bibliography and a list of institutions and individuals from whom more detailed information and advice can be sought.
