Abstract
The program, led by ADC, focuses on enhancing the capabilities of entities responsible for denouncing and investigating environmental crimes, improving response, control, and judicialization of deforestation drivers in the country, particularly in Amazonian regions. A key component of the program is the development of a guide titled "Motores de la deforestación en Colombia: una mirada desde la investigación penal" (Deforestation Drivers in Colombia: A View from Penal Investigation). This guide provides an explanation of the dynamics of each deforestation driver, the competent authorities that can support the penal process, and the description of penal types that are applicable to illicit conducts in each case. The guide is being reviewed and complemented by Fiscales who lead the deforestation prevention strategy in the Fiscalía General de la Nación, with the goal of making the document a practical tool for investigators and other actors involved in the fight against deforestation. The program has also collaborated with the Asociación Juvenil Ambiental del Guaviare, Digital Cobosques, to develop the "Guardianes de Chiribiquete" (Chiribiquete Guardians) strategy, which aims to recruit individuals worldwide to become protectors of the Parque Natural Chiribiquete. This initiative is part of the program's efforts to strengthen environmental communication and fortify the capacities of local organizations. In addition, the program has facilitated a technical meeting between the Contraloría delegada para el medio ambiente and the Centro Nacional Espacial (CENOA) of the Fuerza Aérea colombiana. The CENOA demonstrated its capacity to provide information from satellite images and aerial photography to contribute to monitoring, control, and follow-up in areas related to agro-pastoralism, environmental issues, infrastructure, and planning. The program has also supported the development of a protocol for evaluating environmental damage and crime, which has been a significant achievement for the Contraloría delegada para el medio ambiente. Furthermore, ADC Riqueza Natural will continue to facilitate coordinated work to strengthen the capacities of the Contraloría General de la República for the environmental sector. Jhon Edwin Rodríguez Torres, a young environmental leader from the Desano community, has been involved in the program's efforts to form and train young environmental leaders. He has participated in the Semana de la Juventud 2020, where he spoke about the importance of Chiribiquete for indigenous communities. The Contraloría delegada para el medio ambiente has been conducting vigilance of the fiscal management of approximately 49 entities belonging to the Sistema Nacional Ambiental. The development of the protocol for evaluating environmental damage and crime has been a significant achievement for the Contraloría delegada para el medio ambiente. ADC Riqueza Natural has facilitated a technical meeting between the Contraloría delegada para el sector del medio ambiente and the CENOA of the Fuerza Aérea colombiana, with the goal of strengthening the capacities of the Contraloría General de la República for the environmental sector.
