The project's objectives included launching the development of Load Research (LR), which is a critical component for market functioning. Adequate metering is a key technical condition for market functioning, and LR is essential for determining consumption of households and small customers. The MWG document on the creation of preconditions for the successful functioning of the market in BiH emphasizes the importance of adequate metering. It states that if adequate metering does not exist, a phased approach can be applied, with the installation of metering devices in phases. The RSERC Rulebook on tariff methodology and tariff proceedings also highlights the need for comprehensive LR on a systematic basis as a precondition for the full implementation of the Rulebook. The RSERC Rulebook on reporting requires licensees for distribution of electricity to submit a report on implemented activities, including load research on a systematic basis. Additionally, the FERC Rulebook on Tariff Methodology and Tariff Proceedings emphasizes the importance of developing an activity plan that includes activities regarding the installation of proper meters for conducting load research. The Rulebook also states that full implementation of the Tariff Methodology is possible after the transition period, provided that the possibility of full load research for the purpose of allocation of costs on categories and groups of consumption is fulfilled. The development of LR is crucial for the implementation of the Tariff Methodology and for the allocation of costs on categories and groups of consumption. The project's objectives also include the exchange of knowledge and experience through the process of developing LR, as well as the development of recommendations based on knowledge and experiences.
