Abstract
and international organizations the key policy decisions that will significantly effect the use of satellites and other communication technologies by less developed countries; also seeks to make AID aware of the developing environment in which its program will be operating over the next five to ten years and of available options. Some issues addressed have been overtaken by time, including some experiments in remote regions in the United States and their relevancy to future efforts. Other issues include: should AID have an interest in satellite technology; what is appropriate assistance, what advisory role can AID play on selection of technologies; implications concerning use of education satellite systems as opposed to combined education/telecommunication systems; efforts to create or expand functional linkages among experimenters; design of satellite systems in relation to educational objectives rather than engineering considerations; assistance in development of informational exchange and feedback systems.
