Abstract
The project's primary objective is to support the development of local capacities in Lebanon, with a focus on building alliances for local advancement, development, and investment. The BALADI CAP project has undergone significant changes since its inception. In September 2019, the project successfully closed its three original components: Capacity Building Component (CBC), Civic Engagement for Democratic Government (CEDG), and Civic Engagement Initiative (CEI). However, the project will continue to build on the achievements of the first six years of implementation by launching new initiatives in advocacy, community service, institution-building, and capacity-building. One of the key tasks for Year 7 and 8 includes providing sub-grants to Faith-Based Organizations (FBOs) to enable them to provide better services to their communities. Additionally, the project will continue to support civil society organizations to better advocate and build the Lebanese Parliament's capacity to provide more effective oversight. The project will also provide technical assistance to the Lebanese National Parliament and capacity development services and technical assistance to sub-grantees. Furthermore, the project will continue to support its former CEI component grantees to further build on their advocacy results and achieve greater impact. The BALADI CAP project has identified several key strengths, including its ability to build alliances and partnerships with local organizations, its capacity to provide technical assistance and training, and its commitment to supporting the development of local capacities in Lebanon. However, the project also faces several challenges, including limited resources, complex political and social contexts, and the need to adapt to changing circumstances. To address these challenges, the project has developed a comprehensive communications plan that outlines its strategic objectives, target audiences, and communication mechanisms. The plan includes a range of activities, such as capacity development services and technical assistance to sub-grantees, sub-grants to FBOs, advocacy sub-grants to ISOs and CSOs, and technical assistance to the Lebanese National Parliament. The project's communications plan also includes a range of communication channels, such as public and media relations, digital communications, stakeholder communication channels, and beneficiary channels. The plan outlines the project's content, including program milestone events, opportunities, and useful documents. Additionally, the plan includes a timeline for the project's activities and a set of quantitative and qualitative metrics to measure the project's communications efforts. Overall, the BALADI CAP project is committed to supporting the development of local capacities in Lebanon and building alliances for local advancement, development, and investment.
