The USAID Vietnam Low Emission Energy Program (V-LEEP) aims to establish an effective policy, regulatory, and incentive environment for low-emission growth in the energy sector in Vietnam.

Abstract
The program promotes the development of critical building blocks to scale up clean energy, such as accessible smart incentives for clean energy and energy efficiency investments, enabling a competitive environment for renewable energy generation, enhancing renewable power grid integration, and locational concentration of clean energy generation facilities. Three essential components structure the core tasks under V-LEEP: 1) Low emission energy strategy development; 2) Renewable energy development; and 3) Energy efficiency adoption and compliance. V-LEEP has formulated a program of strategic interventions to strengthen the technical capacity of government officials, private sector companies, and national policy initiatives that directly influence and catalyze investment in technologies, practices, and policies to support clean energy and climate change mitigation. These interventions will promote tangible reductions in greenhouse gas (GHG) emissions by supporting both private and public sector participation in clean energy development. The scope of activities under V-LEEP includes Component 1: Low Emission Strategy Development for the Energy Sector, which aims to enhance the Government of Vietnam's capacity to analyze and develop clean energy strategies, and evaluate emission mitigation options for decision making. Component 2: Enhance Capacity and Improve Enabling Environment for Renewable Energy Development, focuses on enhancing the capacity of Vietnamese government institutions to improve the enabling environment for renewable energy (RE) development, as well as enhancing the capacity of RE developers and the private sector in large-scale RE development. Component 3: Increase Energy Efficiency Adoption and Compliance, aims to enhance government capacity to strengthen energy efficiency (EE) policy implementation, and enhance energy efficiency in energy-intensive industry sectors. Under this component, the V-LEEP team coordinates closely with industry leaders and associations to maximize effectiveness and focus on the most rewarding projects and sectors for project support. V-LEEP has completed its characterization and criteria phases to select industrial sectors and facilities that are the most energy-intensive, and identified the textile and apparel sector as a key priority for V-LEEP. The V-LEEP team executed a Project Assistance Document (PAD) with the Vietnam Textile and Apparel Association (VITAS), and designed a work-plan to implement the PAD. The objectives include further sector analysis; capacity building; organization and implementation of a technical workshop; and the identification and development of EE and RE projects in the textile sector. V-LEEP will support VITAS in gathering information and data regarding energy consumption, EE, and RE activities of its member companies, and will analyze their needs for EE and RE training and capacity building. Activities under this scope include identifying and proposing training sessions and workshops to VITAS based on these identified needs, organizing and delivering trainings and workshops deemed acceptable by VITAS, and helping VITAS members develop and implement EE and RE adoption projects. The V-LEEP team will also help VITAS identify potential financing partners and suppliers for identified EE and RE projects.
