Grant is provided to the Government of Cape Verde (GOCV) to establish public drinking and irrigation water and electric power systems for the five principal communities -- Santa Maria, Espargos, Preguica, Palmeira, and Pedra Lume -- on the island of Sal.

Abstract
The GOCV will implement the project via contracts with a U.S. consulting engineering firm for project design and supervision and a U.S. firm for actual project implementation, including provision of commodities and training. A combined seawater desalination/power plant capable of producing up to 750 m3/day of potable water and 41,000 KWH per day of electricity for export will be designed, procured and installed. Appropriate foundations, support buildings, water and fuel storage tanks, fuel intake structures, and site access roads will also be constructed. A complete freshwater delivery network to carry the plant output from plant site to header tanks and to each of the five communities will be designed and constructed. A potable water distribution system and a high-tension power delivery system will be designed and constructed to provide water and power to households as well as to all existing governmental, industrial, and commercial facilities. Consumers will bear the cost of individual water and power connections; public utilities will offer medium-term financing, however. A sewage collection system for each community and water treatment plants producing water for irrigation for Espargos, Prequica, and Santa Maria will be constructed. Operational training (participant, in-country, or on-the-job) will be provided to the water/power plant and the water/power distribution and delivery maintenance staffs, once plant equipment has been installed and becomes functional. On-the-job training will continue until all systems are understood and operating effectively. Facilities constructed under the project will result in the provision of 50 liters of water per day to the island"s 8,000 people and 100 KWH of electricity to its 1,300 households. Amendment dated 12/30/80 (contained in project paper) increases life-of-project funding and extends the project assistance completion date to 3/31/83. In addition, the scope of the project has been reduced: technical assistance, commodities, and services will be provided for the design, purchase, and installation of a water desalination/power generating plant; water and power distribution systems to three communities on Sal Island (eliminating Pedra Lume and Santa Maria, the communities farthest from the plant); and water and power distribution systems to 1,100 households plus business and government consumers.
