Abstract
(CUNA) to assist the Caribbean Confederation of Credit Unions (CCCU) to develop and implement programs to assist member credit union leagues and their affiliated credit unions to mobilize savings needed for development activities. CUNA will implement this multi-donor project. CUNA will assist in designing and implementing management systems (financial, operations, personnel, and office administration) for CCCU and in preparing a comprehensive 5-year development plan. CUNA will also assist CCCU in administering Country Development Grants which will be given to national credit union institutions to employ and equip qualified staff for credit union development. A management information system, to provide feedback to CCCU on credit union performance, and preliminary planning and control systems for affiliated leagues, will be developed, and, with individual league approval, a comprehensive country project approval and management system. CUNA will also assist in developing systems to provide participating leagues with basic services such as training for leaders and personnel, standard operating forms, and development of insurance programs, a resource mobilization process, and guidelines and models for standardized operating procedures and policies. CUNA will also assist CCCU in strengthening the Dominica Credit Union League (DCUL) and affiliated credit unions so that the credit union movement can assist in Dominica"s reconstruction after Hurricane David. Specific activities will include: develop and implement management systems for DCUL; develop formal and on-the-job training programs for DCUL staff in operating these systems; identify priority and long-term service needs of member societies; design and manage feasibility studies; prepare medium and long-term development plans; prepare studies and proposals for external assistance; assist in project implementation and coordination; prepare and implement resource mobilization strategies; design an agricultural lending program; and help to achieve the objectives of the Emergency Materials Distribution Program. Amendment of 3/3/81 provides additional grant funding to continue implementation of the program.
