Grant is awarded the Credit Union National Association (CUNA) to assist the Cameroon Cooperative Credit Union League (CamCCUL), the national credit union association, in creating a network of self-sufficient cooperative credit unions (CCU).

Abstract
CamCCUL will implement the project with CUNA supervision and technical assistance. Under this project, CamCCUL will become financially and technically self-sufficient and will be able to devise and implement plans to meet CCU needs with available resources. After its liquidation or merger of non-viable CCU"s, CamCCUL will have 160 total members. Of these, 28 will be in CamCCUL"s production credit program, 100 in its shared services and management program, and 110 in the funds insurance program (ultimately, 80% of CCU savings and loan funds will be insured by CamCCUL). Quarterly financial/statistical reports on CamCCUL and CCU members will be prepared, as will a manual informing CCU"s of standard operating procedures in such areas as bookkeeping. CamCCUL will provide 143 CCU"s with stationery supplies, for a life-of-project sales volume of $32,600. A 5-year National Credit Union Development plan will be produced as part of CamCCUL"s plan to develop provincial bodies (leagues) to supervise and service local CCU"s, linking them to a national organization. To upgrade CamCCUL"s management capabilities, financial management training will be provided to its general manager, central finance officer, chief auditor, education officer, fieldworker supervisors, and fieldworkers -- as well as 30 members of its Board of Directors. CamCCUL will develop a systematic approach for formal and on-the-job training, resulting in 450 trained CCU leaders. About 900 CCU committee members will receive training in planning, promotion, loan analysis, and other key areas. In addition, 300 CCU secretaries will receive training in the preparation of financial records and statements. CamCCUL also will design and document an objective personnel records system. As a result of the project, financial and technical self-sufficiency will have been attained by 75% of CCU"s. Other donors include the Peace Corps.
