Abstract
PES covers the period 3/82-1/84 and consists of a facesheet attached to a special evaluation (XD-AAQ-014-A). Action decisions call for CCCU to: (1) make survey materials understandable to survey groups and relevant to institutions in respective territories; (2) target training courses more carefully, begin planning to transfer responsibility for in-country training to leagues, and initiate a long-term training of trainers strategy; (3) ensure that maximum TA is provided to CU"s by league managers, CU development officers, field workers, and expatriate TA; (4) identify sources of bonding insurance for leagues and CU"s; (5) define realistic self-sufficiency objectives for each member organization and itself, review financial practices of leagues in the country development program (urging correction where necessary), and fix quantitative guidelines for investment in fixed assets; (6) develop closer linkages between the regional movement and domestic development institutions and governments. Other action decisions call for CCCU/league collaboration to: (1) build the image of the regional movement and of CU"s through increased use of media; (2) upgrade financial management practices to the level needed for operation of national central finance systems and identify local and external sources of capital financing; and (3) implement a CCCU-designed strategy for CU conversion from elected management to employee managers, develop a personnel manual for league use, examine other constitutional structures to increase the participation of skilled CU representatives, and establish audit standards and procedures for use throughout the movement.
