Grant and loan are provided to the Caribbean Development Bank (CDB) to assist the governments of the English-speaking Caribbean countries to maintain adequate levels of development investment by providing capital resources for socioeconomic development subprojects.

Abstract
The CDB"s Caribbean Development Facility (CDF) will sublend funds to the more developed countries (MDC"s) of Jamaica, Guyana, and Barbados to finance subprojects already being assisted by international or Free World donors. The MDC"s will commit themselves to undertake self-help measures reflected in medium term economic programs which will lead to financial stability and long-term growth. Potential subprojects cover the areas of food and nutrition, population, education and human resources development, special development activities, and health. To meet selection criteria, projects must be sponsored by an external free-world donor other than A.I.D.; must fall into one of the above-mentioned areas; must be designed to significantly impact the poor in the recipient country; must not promote production and marketing of sugar, palm oil, and citrus; and must not detrimentally affect the environment. The CDB"s Basic Human Needs Fund (BHNF) will sublend funds to LDC"s to finance labor-intensive subprojects aimed at employment generation and rehabilitiation of essential infrastructure. Potential sub-projects include school construction, road and drainage repair, rehabilitation of health and community centers, improvement and extension of water supply systems, rural sanitation, and land clearance. School subproject proposals will be judged by their need for improvement, number and proportion of student beneficiaries, and the extent of self-help activity. To meet selection criteria, other projects must be labor intensive, simple in design, quick to implement, positively impact the poor and economic development, and cost less than $250,000. AID/LAC/CAR will monitor and evaluate the CDF, and will follow up with prime donors to assist in loan implementation. AID/RDO/C in Barbados will monitor and assist the CDB in both CDF and BHNF project implementation.
