Project to upgrade the Government of Somalia"s (GOS) forestry program by supporting reforestation and fuelwood production and conservation in and near refugee camps and by strengthening the headquarters and field capability of the National Range Agency (NRA), which will implement the project with the help of PVO"s working in Somalia.

Abstract
At least five kinds of reforestation and fuelwood production subprojects (SP"s), each involving tree seedling supply and testing services and involving a total of 3.38 million trees, will be undertaken: (1) up to 5 large-scale plantings of 25-50 ha of intensively planted fuelwood lots and 3-4 less densely planted shelterbelts; (2) 3-4 agroforestry demonstration plots of up to 75 ha to test interplanting of nitrogen-fixing trees and farm crops on refugee land; (3) tree plantings (financed through Food for Work projects) for soil conservation or other purposes not directly benefiting refugees; (4) amenity plantings (e.g., of shade or fruit trees in individual refugee family enclosures); and (5) two research and demonstration plots for seed production. The project will also fund a 2-year extension of a successful 1982 pilot project to promote the use of improved wood-burning stoves among refugee women. To provide the GOS with up-to-date data for long-range forestry planning, the NRA"s aerial survey and detailed land mapping program will be completed in project areas. Also, an indepth study, using household and other sample surveys and including a comprehensive description of current charcoal and fuelwood production and marketing systems, will be made of fuelwood supply, demand, and patterns of use. To help fill NRA personnel gaps, expatriates will assume up to two key headquarters positions and three long-term and several short-term advisors will be assigned. The project will also assist the Afgroi Forestry School (AFS) and train 5 regional or district foresters and up to 25 nursery manager/extension agents onsite. U.S. or third-country training will also be available. Personnel from USAID/S"s Refugee Self-Reliance Project will help the NRA monitor the project. Amendment of 12/2/84 to a Cooperative Agreement with VITA for the pilot cookstove SP extends the SP to 12/31/85, increases A.I.D. and GOS funding, and makes several changes aimed at increasing SP impact and sustainability, including more support to the private sector, expansion of VITA"s marketing and extension efforts, TA to AFS and to ceramic and soapstone producers, and purchase of materials and equipment.
