Abstract
Cost analysis is used to examine rice assembly, processing, and distribution operations carried out the Societe d"Amenagement et d"Exploitation des Terres du Delta (SAED). It is argued that a number of constraints, including SAED"s financial isolation and its organizational structure -- a large, centrally managed parastatal -- have increased the costs incurred by SAED in carrying out the various marketing operations. It is concluded that a reorientation of the mix between public sector and private sector responsibilities could improve the performance of the rice (and other cereals) marketing system in the Senegal River Valley.
