The Chad Civil Society Strengthening Activity (CCSSA) is a program implemented by FHI 360 in collaboration with Humanity and Inclusion (HI) to strengthen democratic actors and increase civic participation in Chad.

Abstract
The program is being implemented in two phases, with the first phase focusing on an assessment of the civil society and media landscape, which was completed in December 2019. The assessment identified key challenges and opportunities for strengthening civil society and media in Chad. The CCSSA team employed a program design that empowers stakeholders to provide design recommendations, which identified target geographic locations, guiding principles, and entry points for civic engagement. The program will build upon these recommendations and findings to develop its activities and budget. The theory of change, program objectives, and results framework have yet to be developed. During the past quarter, the program achieved several milestones, including the rapid start-up of programs and operations, drafting and submission of the "SCS Chad CCSSA Draft Year 1 Work Plan" on November 27, 2019, and completion of the initial civil society and media assessment and submission of the "SCS Chad CCSSA Civil Society and Media Assessment Report" on December 31, 2019. The program start-up involved establishing a temporary office within HI Chad's office, where the assessment team worked to facilitate a prompt start to the assessment of the civil society and media landscape. HI Chad provided administrative, logistical, and human resources support to the FHI team, including advice on legal, human resources, and legislative matters, and support through the provision of a vehicle and a driver, secured office space. FHI 360 also identified and started working with a local Chadian lawyer to get an early start on the registration process, and submitted the full registration package to the Ministry of Planning on October 9, 2019. The program has established a strong foundation for its activities, with a clear understanding of the challenges and opportunities for strengthening civil society and media in Chad. The program will continue to build upon these findings to develop its activities and budget, and will work to strengthen democratic actors and increase civic participation in Chad. The CCSSA team has made significant progress in the past quarter, including the completion of the initial civil society and media assessment and the submission of the "SCS Chad CCSSA Civil Society and Media Assessment Report" on December 31, 2019. The report provides a comprehensive analysis of the civil society and media landscape in Chad, highlighting key challenges and opportunities for strengthening civil society and media. The program has also made progress in establishing its operations, including the establishment of a temporary office within HI Chad's office and the submission of the full registration package to the Ministry of Planning on October 9, 2019.
