Abstract
AID-OAA-L-16-0005. The program aims to strengthen democratic actors and increase civic participation in Chad. The theory of change underlying the program is that if civil society and media sector organizations are connected and strengthened, and if citizenry is better informed and engaged in inclusive collective action for governance, and if more opportunities are created for collaboration among civil society, media, private-sector, and government stakeholders, then citizens' ability to demand a more democratic culture in Chad will increase. The program is organized around three intermediate results (IRs): IR.1, IR.2, and IR.3. IR.1 focuses on increasing the capacity of civil society organizations and media sector organizations to support and promote citizen participation in governance at local and national levels. IR.2 aims to create a better-informed, engaged citizenry with an increased understanding of their civic rights and duties. IR.3 seeks to improve civil society collaboration with government for increased government legitimacy. In the first year of the program, FHI 360 laid the foundation for the broader four-year program aimed at cultivating a democratic culture in Chad. The team conducted a civil society and media assessment and co-creation of the project, obtained key authorizations from the government of Chad, launched two "Rapid Response" activities to increase civic engagement around COVID-19 prevention, and submitted its Year 1 and Year 2 workplan, as well as the Year 1 Activity Monitoring, Evaluation, and Learning Plan (AMELP). The CCSSA team also established a good rapport with Chadian stakeholders and the international donor community. On the operations side, FHI 360 hired local staff as consultants, secured a residence for the Chief of Party, and began the procedures for establishing a bank account and identifying an office space, all in compliance with the Government of Chad's and FHI 360's COVID-19 protection protocols. Specifically, CCSSA accomplished the following in FY 20: co-creation process, civic education around citizen responsibilities in the COVID-19 context, and support to the Secretariat Permanent des Organisations Non-Gouvernementales et l'Assistance Humanitaire (SPONGAH). The team conducted a virtual co-creation process to draft a project framework, including intermediate results, and submitted Year 1 and Year 2 workplans based on the co-creation process, which were approved by USAID. CCSSA also identified subgrantee CSOs and co-designed civic education projects to raise awareness on COVID-19 prevention responsibilities. The program has made significant progress in its first year, despite the challenges posed by the COVID-19 pandemic. The team has established a strong foundation for the program and has made important strides in increasing civic engagement and promoting democratic culture in Chad.
