Abstract
The new MCH/FP unit will develop Chad"s first national MCH/FP program. The project will provide TA, both to the new unit and to four other MOPH elements which are fundamental to the success of the MCH/FP program. (1) It will help the Bureau de la Statistique, de la Planification et des Etudes operate the national health information system and incorporate an MCH/FP data and analysis capability into the system. (2) It will help formulate national population policies and strategies. (3) It will upgrade the MCH/FP skills of MOPH and Ministry of Social Affairs and Women"s Welfare (MSAWW) personnel by developing two MCH/FP pre-service curricula at the Ecole Nationale de Sante Publique et de Service Social, developing in-service training curricula for health and social workers, and developing a training of trainers program in MCH/FP at both the national and prefecture levels. (4) Lastly, the project will help the MOPH to develop an MCH/FP information, education, and communications (IEC) program, produce audiovisual materials, and develop an IEC pre-service curriculum for ENSPSS. The pilot service delivery component will consist of implementing three MCH/FP services in the prefectures of Moyen-Chari and Salamat: (1) dietary management of diarrheal disease, including use of oral rehydration therapy; (2) prenatal care, including risk assessment and referral; and (3) family planning. To this end, the project will upgrade about 20 and equip about 30 MOPH or MSAWW facilities, including IEC and demonstration centers. In addition, project-trained personnel will train some 200 health and social service workers in MCH/FP. Other activities will include a variety of IEC efforts, training of two field supervisors, and development of a pilot cost-recovery program based on the sale of essential drugs in five health units.
