Abstract
The project, which will continue project 4970245 and be implemented by GOI ministries with USAID technical assistance, consists of subprojects (see individual abstracts) to: (1) develop local and national capacity to demonstrate an effective watershed management program in Citanduy and (2) achieve sustained rice production in the Basin through irrigation system expansion and improved management. Amendment of 7/14/86 extends the project by 2 years to 9/30/88 to support a reduced number of activities, in 5 areas. (1) The Department of Forestry"s Sub-Balai Rehabilitasi Lahan dan Konservasi Tanah (Sub-BRLKT) office will continue to apply a package of improved technologies for steep slopes and shallow soils, using 10-ha model farms in expansion areas and in a tributary watershed. The 5 government nurseries will receive continued support, and 7 private nurseries will be established (and supported for 1 year) with lead farmer groups in more remote locations near model farms and expansion areas. (2) Agricultural and socioeconomic research support will include: providing seed storage facilities; extending the Socioeconomic Research Unit"s research program, seminars, and model farm monitoring training (the unit will focus on developing local government planning capability and increasing the quality of data analysis, in part by using microcomputer techniques). (3) Credit programs in the expansion areas of West and Central Java will be continued and their impact examined. (4) To continue to increase local governments" conservation capacities, planning and implementation of all small conservation and production infrastructure will be consolidated and performed, respectively, by the Bappeda Tingkat II and the Kabupaten Dinas Teknis; the Sub-BRLKT will provide planning TA. (5) Institutional development will focus on establishing a capability among kabupaten- and provincial-level Bappedas to coordinate multisectoral development activities. The extension will fund completion of planned training activities and allow for close coordination with the World Bank/USAID Upland Agriculture and Conservation Project (4970311). (PD-AAU-073)
