Closeout Technical Memo: SEPS Completion GFE Inventory

The project involved transferring electrical materials from the Kandahar Air Field (KAF) to the Da Afghanistan Breshha Sherkat's (DABS) Junction 2 warehouse in Kandahar. Tetra Tech's local national electrical engineers conducted a partial physical verification inventory of the material and equipment stored at the DABS warehouse. The inventory list provided by the US Army Corps of Engineers (USACE) was used as a reference to verify the presence of GFE in the warehouse yard and to record the condition of the equipment and material as found. However, due to restricted physical access to the containers at the DABS location, a significant portion of the GFE could not be verified against the inventory list. The comparison between the GFE list received from USACE and the inventory observed by the Tetra Tech team revealed discrepancies in the quantities of certain items. For example, the quantity of flat rack containers listed on the USACE inventory was 16, while the quantity noted during the inventory at the DABS warehouse was 0. Similarly, the quantity of outdoor materials listed on the USACE inventory was 66, while the quantity noted during the inventory was 31. The inventory listing contained in Appendix C lists the disposition of the materials included in the USACE GFE equipment list as of the completion of this administrative work order. Those GFE items that Tetra Tech was able to verify as present at the DABS warehouse under this work order are identified in Appendix C and represent approximately 10% of the GFE equipment. The budget provided by the original Administrative work order (WO-A-0099) has been consumed by the above efforts. Future efforts required to complete the inventory will be included under Task 1 of WO-LT-0091 (SEPS Completion). The Kandahar DABS warehouse, where the GFE inventory was conducted, is located at coordinates 31.608280° latitude and 65.769949° longitude. The warehouse is situated in Kandahar Province, Afghanistan. The inventory efforts were conducted by Tetra Tech's local national electrical engineers, who were familiar with the type of materials and equipment. The inventory listing contained in Appendix C includes a list of items that were included in the inventory attempt, as well as a list of items that were not included. The list of items that were not included includes 20 items of outdoor materials that were not included in the original inventory received from USACE. The inventory listing also includes a list of items that were verified as present at the DABS warehouse, which represents approximately 10% of the GFE equipment. The completion of the GFE inventory for the SEPS Completion project is a critical step in ensuring that the necessary equipment and materials are available for the project. The inventory efforts conducted by Tetra Tech have provided valuable information on the quantities and conditions of the GFE equipment, which will be used to inform future project activities.
