Abstract
Agency for International Development (USAID) through the Afghanistan Engineering Support Program. The project involves the construction of a women's dormitory at the American University of Afghanistan in Kabul, Afghanistan. The project is managed by Tetra Tech, Inc., a U.S.-based engineering and development company. The project has undergone several design review stages, including 35% Design Submission, 65% Design Submission, and 99% Civil Partial Package. The 100% Partial Site Construction Documents Submittal, which is the subject of this review, was received by Tetra Tech on March 31, 2016. The submittal package included a 114-page Design Analysis, a 44-page Specification section, and a 30-sheet plan set. Tetra Tech conducted a review of the 100% Partial Site Construction Documents Submittal and found that it does not meet the requirements for a 100% submittal. The review identified several inconsistencies and contradictions in the site drawings, design analysis, and specifications. The review comments are attached to this memorandum as Appendix B. Tetra Tech recommends that the Contractor resolve all of the remaining comments prior to resubmitting the 100% Partial Site Construction Documents package or release of the package for construction. The review comments are organized by discipline, including civil, electrical, and communications, plumbing, and structural. The civil discipline reviewers found that the site/civil drawings, design analysis, and specifications are still not adequate for the 100% Construction Documents design level. The electrical and communications discipline reviewers found that the electrical and communication aspects of the site drawings, design analysis, and specifications have several inconsistencies in the details. The plumbing discipline reviewers found that while the plumbing aspects of the site drawings, design analysis, and specifications are generally acceptable, there are several contradictions in the details. The structural discipline reviewers found that the structural aspects of the site drawings, design analysis, and specifications are generally acceptable, but the seismic design of the water well vault needs to be addressed. Tetra Tech suggests that USAID hold a coordination meeting between USAID, Tetra Tech, and the Contractor to review the comments expeditiously. The Contractor can use this meeting to address any questions about the 100% Partial Site Construction Documents Submittal review.
