Abstract
The PMCSCs are strategic plans that aim to address coexistence-related issues, social prevention of violence, and actions aimed at specific social groups such as children and youth, gender, and multisectoral areas. The PMCSCs were approved by municipal corporations in open town hall meetings and certified by the Ministry of Security in a Central Government event attended by the security cabinet and the President of the Republic. The plans are implemented via annual operating plans (AOPs), for which JAC developed a process of induction and technical support to local actors in the municipalities of La Ceiba, Tela, Choloma, and San Pedro Sula for the preparation and definition of the Coexistence and Citizen Security 2019 Annual Operating Plans. The Coexistence and Citizen Security 2019 Operating Plans are instruments that implement municipal public policy and include activities and tasks derived from strategic actions in Coexistence and Citizen Security 2019-2023 Municipal Plans. The various actors are articulated around the AOP, which is managed by coexistence and citizen security councils and their prevention and security committees through planning and implementation processes, as well as through monitoring via semi-annual accountability and oversight processes for the 2019 AOPs. This document assesses the consolidated results and progress of the first year of the 2019-2023 PMCSCs' implementation through the coexistence and citizen security 2019 annual operating plans of the municipalities of San Pedro Sula, La Ceiba, Tela, and Choloma. The document includes aspects such as methodology and the action carried out by the actors responsible and involved in each municipality, identifies the results obtained and their level of fulfillment, describes the financial execution of the 2019 AOPs and its impact on the PMCSCs' theory of change, and provides conclusions and recommendations. The 2011-2022 Coexistence and Citizen Security Comprehensive Policy (PICSC) was approved by the Government of the Republic, which is framed within the 2010-2038 Country Vision and the 2010-2020 National Plan. The comprehensive policy incorporated the role of municipal governments in coexistence and citizen security and, within this framework, the Ministry of Security developed the "Safer Municipalities" Program, which is mainly aimed at the development of coexistence and citizen security local plans (PLCSC) in 30 prioritized municipalities. USAID, through UNDP, supported the formulation and implementation of the 2014-2018 PLCSCs in the municipalities of La Ceiba, Tela, Choloma, San Pedro Sula, and the Central District. With USAID's support, these municipalities developed the first PLCSCs for the 2014-2018 period to strategically address violence and crime in their territories, for which they implemented annual operating plans in 2014, 2015, 2016, 2017, and 2018. JAC provided technical assistance for the implementation of the coexistence and citizen security 2018 AOPs, closing the process of implementation of the 2014-2018 PLCSCs. JAC and Mayors' Offices in La Ceiba, Tela, Choloma, and San Pedro Sula promoted a new, local-based coexistence and citizen security management model that considered citizens' participation in assessing problems and prioritizing and implementing solutions. It involved coordinated action at the community, municipal, and national levels through a five-year municipal plan that included the delivery of targeted services and interventions that contribute to improving coexistence and reducing violence and security issues in communities. The 2019-2023 PMCSCs included stages for stakeholder awareness raising, situational and capacity diagnostics, problem prioritization, action formulation, the plans' validation, their approval by municipal corporations in open town hall meetings, and their certification by the Ministry of Security. Their implementation began in 2019 from the process of preparing and implementing the Coexistence and Citizen Security 2019 and 2020 Operating Plans, seeking to address the problems identified and strategic actions prioritized in the PMCSCs through activities that respond to community needs.
