Abstract
Evaluation is based on analysis of the project paper, contractor reports, and correspondence; and onsite visits to the contractor, Tulane Univ. Purpose is to be achieved through a series of studies designed by Tulane to evaluate the health care services. These include sociological/anthropological studies measuring the degree of acceptance of the PRIMOPS System by the community and by health care personnel involved. Epidemiological studies are being conducted, one to assess the program"s effectiveness in terms of morbidity, mortality and fertility; and another assessing the effectiveness of auxiliary nurses and urban health promotora compared to programs using only physicians and nurses. A cost effectiveness study is also underway. Evaluator concludes that the project is being conducted by experienced and competent staff and consultants. Recommends continued support. The project is being replicated in several other areas in Colombia and in Peru, Venezuela and Honduras.
