Community based integrated rural development project

Final PES covers the period 9/79-1/85 and is attached to a special evaluation based on document review, site visits, and interviews with project personnel and community leaders. A cooperative agreement for a follow-on project (5190300) has been signed and the implementing PVO, Save the Children Federation (SCF), has agreed to implement the recommendations of the attached evaluation. (1) make one SCF promoter responsible for coordinating all sector activities in several communities; (2) develop a more formal training program for community volunteers and to create "specialized volunteer" positions; (3) document the project"s progress toward meeting its objectives on a simple form, identifying problems and their solutions; (4) develop and implement an incentive program for personnel; (5) establish a rural community banking system; (6) develop and implement a systematic training program for promoters and community volunteers in financial management; project development, management, and evaluation; community organization; and cooperativism; and (7) encourage the institutionalization of the self-help development process by strengthening community organization.
