Abstract
NOW, IN THE THIRD YEAR OF THIS NEW EFFORT, THE PROJECT IS BEGINNING TO PAY OFF IN USEFUL PRODUCTS FOR DEVELOPMENT, SUPPORTS FOR INSTITUTION BUILDING AND TECHNICAL ASSISTANCE METHODOLOGY. AFTER THE FIRST INEFFECTIVE YEAR-AND-A-HALF OF THE GRANT CALENDAR, THE TIME REMAINING FOR THE PROJECT TO MEET GOALS SET INITIALLY IN A FIVE-YEAR CONTEXT IS INADEQUATE. AID WAS LESS THAN CLEAR IN DEFINING THE PURPOSES OF THE PROGRAM EITHER IN THE GRANT DOCUMENT OR IN THE COURSE OF ITS EXECUTION. THE WIDE-RANGING SCOPE OF ACTIVITIES IN THE GRANT DOCUMENT WAS NEVER ADJUSTED TO THE FUNDING REALITIES LIMITING THE PROJECT TO THE INITIAL $1,000,000 AUTHORIZATION. SINCE LATE 1973, PROJECT MANAGEMENT BY AID HAS GENERALLY BEEN SPOTTY AND INADEQUATE, AND AT TIMES, CLEARLY MISLEADING TO THE GRANTEE. THE QUALITY OF PASITAM'S (PROGRAM OF ADVANCED STUDY IN INSTITUTION DEVELOPMENT AND TECHNICAL ASSISTANCE METHODOLOGY) PROUDCTS IS VARIABLE, FROM EXCELLENT TO FAIR, WITH THE AVERAGE OF SUFFICIENT UTILITY TO JUSTIFY THE EFFORTS AND EXPENDITURES INVOLVED. PASITAM IS NOT MAKING FULL USE OF MUCIA (MIDWESTERN UNIVERSITIES CONSORTIUM FOR INTERNATIONAL ACTIVITIES) RESOURCES; NOR IS MUCIA ADEQUATELY USING PASITAM AS A POTENTIAL CONSORTIUM CLEARINGHOUSE IN DEVELOPMENT OPERATIONS. PASITAM HAS ACHIEVED SUFFICIENT RECOGNITION AND VISIBILITY TO ATTRACT THE INTEREST OF POTENTIAL CLIENTELE TO ITSELF, MUCIA AND ITS MEMBER INSTITUTIONS; IT OPERATES INCREASINGLY AS AN ORGANIZATION IN ITS OWN RIGHT AND LESS AS AN INSTRUMENT OF MUCIA. THE EVALUATORS MADE 16 RECOMMENDATIONS TO AID, MUCIA AND PASITAM INCLUDING THAT AID PROVIDE NO ADDITIONAL FUNDING TO THE GRANT AS NOW CONCEIVED BUT THAT IT EXTEND THE TIME FRAME FOR FULL UTILIZATION OF FUNDING BY ONE YEAR.
