Abstract
The initiative is funded by the United States Agency for International Development (USAID) and is being implemented in partnership with the Rwanda Education Board (REB). The program's primary goal is to improve literacy skills among primary school students in Rwanda. The L3 Initiative focuses on providing a comprehensive literacy support package for primary 1 and 2 students. This package includes detailed teacher guides, student reading books, and Interactive Audio Instruction (IAI) programs. The IAI programs guide teachers and students through fun and engaging lessons using songs, games, and chants. The program also includes beautifully illustrated storybooks for teachers to read aloud to students each week, which are designed to help students learn new language elements. The program emphasizes awareness of the different sounds in words as well as the ability to match those sounds to letters or groups of letters. After studying one letter-sound combination, teachers may ask students to identify objects or written words containing that sound. The program also includes games, such as the "Buzz" game, which helps children to speedily recognize letters, letter combinations, and words. The L3 Initiative is being implemented in 90 primary schools across five districts in Rwanda. By 2016, the program will benefit primary grades 1 through 4 in all public primary schools across the country. The program is being implemented by Education Development Center, Inc. (EDC), with assistance from partners including Voluntary Services Overseas (VSO), Concern Worldwide, International Education Exchange, and the Peace Corps. The program's impact is expected to be significant, with improved literacy skills among primary school students. The program's focus on interactive and engaging lessons is designed to make learning fun and accessible for students. The program's emphasis on awareness of the different sounds in words and the ability to match those sounds to letters or groups of letters is also expected to have a positive impact on students' long-term reading and spelling success. The L3 Initiative is a critical component of Rwanda's efforts to improve education outcomes and enhance teaching and learning in literacy and numeracy.
