Abstract
The second examines the more fundamental issue of whether private or public credit programs are an efficient way of dealing with the problems of the small farmer. The report considers the costs and comparative efficiency of public and private credit programs for small farmers in three countries -- Indonesia, Malaysia and Thailand, and considers the available evidence to determine which approach gives the more accurate description of conditions in Southeast Asia.
