Abstract
After an introduction, which includes a set of quantifiable indicators for tracking municipal and housing sector performance, Chapter 2 presents a general overview of Croatia"s housing stock, supply and demand, production, financing, and enabling frameworks. Chapter 3 does the same for the four major cities targeted for USAID assistance. Chapter 4 identifies issues and constraints affecting housing delivery in Croatia, including the lack of policy framework and leadership, substantial gaps in the delivery of urban housing, outdated regulations, inadequate financing for infrastructure and housing, poorly developed land and housing markets, unclear management and financing of housing maintenance, the high cost of construction and reconstruction, and insufficient participation by the public in planning and development. Chapter 5 contains the proposed workplan. Initial focus areas for assistance are city development bonds, joint public-private development, housing policy and city planning, management and maintenance of privatized housing units, and construction industry costs and building practices. Subsequent focus areas include land reparcellation, real estate swaps, land auctions, land registration and titling, land regulation and zoning, and construction and mortgage financing. An appendix contains a city profile for Vukovar, whose population is expected to grow from 76,000 to 95,000 by 2000. A list of municipal housing sector contacts in Croatia is also included.
