Abstract
It describes the characteristics of new enterprises that have been formed for the production and sale of new homes, summarizes their accomplishments to date, and discusses the problems they face. The report also explores the developing links between the submarkets for new and existing dwellings, such that supply and demand in each submarket are beginning to affect prices in the other submarkets. Finally, the report compares and contrasts developments in the seven target cities, showing that different local circumstances lead to different results. (Author abstract)
