Operational Program Grant is provided to the Credit Union National Association (CUNA) to assist the Sierra Leone Cooperative Savings and Credit League (the League) to strengthen and expand the nation"s network of savings and credit societies.

Abstract
With the help of new staff, the League will institute workshop training programs at the local, national, and regional levels. Local-level workshops will concentrate on bookkeeping and financial statement analysis, loan monitoring and analysis, promotion, and internal auditing. Regional workshops will cover financial and technical problems confronting the societies and the development of standard policies and procedures. Also, a national seminar and a workshop on planning and decisionmaking will be conducted for the League"s Board of Directors. In addition to formal training programs, League staff will provide informal training as part of their regular visits to the affiliated societies. Bookkeeping training for society secretaries will be given special emphasis, with itinerant bookkeepers assigned to train the secretaries onsite. More than 100 secretaries will be trained by the end of the project. Other services to be provided to the societies include savings and loan insurance, provision of stationery supplies, development and dissemination of standard policies and procedures guides, and national and regional campaigns to promote society and League membership. By the project"s end, 30 new societies will be organized and 356 will be affiliated to the League. If proper policies are implemented, sufficient revenues should be generated to cover half the League"s operating costs by the end of the project. While the project will focus on the rural poor, a special promotional effort will be made to organize societies among urban groups as well. CUNA personnel will be specifically responsible for the design of training materials and methodologies, operational guidelines, and a data collection and analysis system. CUNA will also be responsible for planning and evaluation (including the League"s next Five Year Plan), promotion, and coordination of external support.
