Abstract
Argues that if any land reform is to succeed it must have the acceptance of rural peoples; thus, it must be based on a thorough understanding of existing local conditions and attitudes and backed by considerable government investment in personnel and infrastructure. Significant class antagonisms have not yet developed in these African countries. Their formation may be prevented by land reforms which do not follow foreign patterns.
