Abstract
This two-phased project will be implemented by the GOZ Management System for Training (MST), which itself will be established under the project. MST will consist of a Technical Advisory Council (TAC), Development Training Office (DTO), and Development Data Bank (DDB). TAC, composed of eight Zairians experienced in training, will set technical guidelines regarding training needs, activities, and evaluations. TAC also will recommend to the GOZ whether the project should continue beyond Phase I. DTO will coordinate in-country and participant training; recruit trainees; design and maintain the project"s development information system; provide accounting services; and develop the Phase II training plan. Based in the DTO, DDB will provide data to project personnel for designing project activities and forming project policies. To form a cadre of skilled local development officers, five 1-week workshops in management and human relations will be provided to 500 GOZ zone (mid-level) and collective (low-level) personnel in the areas of Kinshasa/Bas-Zaire, Equateur/Bandundu, Kasai/Shaba, and Haut-Zaire/Kivu. Degree-level participant training in management and manpower analysis will be provided to 11 local development officers slated for TAC and DTO positions. An in-country workshop will be provided to experienced GOZ personnel who are potential project trainers. In addition, these trainers will receive third-country training to bolster their skills in training, data collection, problem solving, and evaluation. The comprehensive training plan for Phase II will designate the needed training areas, the number of trainees, those to receive training and their required qualifications, the training curricula, the necessary program inputs, and the program"s costs. An additional 1,000 local development officers will be trained under Phase II. The training of trainers and MST strengthening also will continue. Phase II outputs will be purposely stated in general terms until the training plan has been produced and Phase I evaluated. Amendment of 2/8/85 revises project to reflect the major role assumed during the project by the National Center for the Coordination of Training (CENACOF). The revised project will, inter alia: (1) establish a project Executive Management Committee; (2) train 7 new CENACOF trainers to serve GOZ training centers and give 2 of these specialized training in research and evaluation techniques; (3) implement a CENACOF management training plan for 250 GOZ trainers and 950 development cadres; (4) publicize CENACOF"s training seminars; and (5) train CENACOF staff to provide organization development training, conduct needs assessments, and provide consulting services to clients.
