Grant is provided to the Government of Guatemala (GOG) to institutionalize within the Ministry of Education (MOE) a capacity to design and implement staff development programs needed for MOE"s non-formal education programs for the rural poor.

Abstract
MOE will implement the project with technical assistance from the U.S. and the Guatemalan National Institute for Public Administration. A comprehensive baseline assessment will be made of the competency or skill requirements needed within four functional areas directly associated with MOE"s rural education programs: (1) administration and supervision; (2) program planning; (3) curriculum and educational materials design and development; and (4) research and evaluation. This assessment will be used to determine critical training gaps and to develop programs to address them. Training programs responding to the needs assessment for the four priority areas will be developed. Masters degree training will be provided for at least 18 MOE personnel at a university in the Guatemala City area. Specialization will be available in curriculum and instruction, research and evaluation, and program planning. A Personnel In-Service Training Office will be established within MOE to provide short-term seminars to MOE personnel in the four priority areas. The courses will be designed to provide a maximum of professional education. Work-related problems will be identified and participation will be expected of all attendees. From 15 to 18 MOE professionals will be trained to teach these seminars. During the life of the project, in-service training will be provided to 35 division heads and thigh-level technicians; 70 MOE staff members serving in supervisory and leadership roles; and 80 MOE administrative support personnel. In addition, U.S. Master"s degree training in each of the four priority areas will be provided to four MOE personnel. Primary candidates for this latter training will be the professionals teaching the in-service seminars. Written and tested teaching materials will be provided for each of the four training programs.
