WESTINGHOUSE POPULATION CENTER (WPC) CONTRACTED TO DEMONSTRATE THAT COMMERCIAL DISTRIBUTION OF NON-CLINICAL CONTRACEPTIVES IS CHEAPER THAN DISTRIBUTION THROUGH PUBLIC FAMILY PLANNING PROGRAMS AND THAT, USED AS A COMPLEMENT TO THE PUBLIC CLINIC SYSTEM, COMMERCIAL DISTRIBUTION WOULD GREATLY INCREASE THE NUMBER OF OVERALL CONTRACEPTORS.

Abstract
PROJECT ACTIVITIES INCLUDE: 1. SURVEYING PATTERNS OF CONTRACEPTIVE DISTRIBUTION INSELECTED DEVELOPING COUNTRIES AND PROPOSING A MARKETING PROGRAM COVERING THE BEST DISTRIBUTION SYSTEM. 2. A GROUP OF EXPERIENCED SALESMEN TRAINED IN CONTRACEPTIVE MARKETING WORKINGFOR LOCAL DISTRIBUTING COMPANIES. 3. IDENTIFYING THE EFFECT OF ADVERTISING ON THE SALES OF VARIOUS TYPES OF CONTRACEPTIVES AND APPLYING THE FINDINGS. 4. STUDYING THE PRICE LEVELS WHICH RESULT IN THE OPTIMUM SALE OF CONTRACEPTIVES AND APPLYING THE FINDINGS; ALSO DECIDING IF A SUBSIDY IS NEEDED TO EXPAND COMMERCIAL DISTRIBUTION. 5. REPORTING, BY CATEGORY, THE SALES THROUGH THE COMMERCIAL SECTOR AND COMPARING WITH PREVIOUS SALES TO DETERMINE THE EFFECTS OF PRICE AND ADVERTISING.6. STUDYING THE COST-EFFECTIVENESS OF PRIVATE (COMMERCIAL) DISTRIBUTION OF CONTRACEPTIVES. 7. PREPARING AN ASSESSMENT OFTHE RELATIVE COST OF PRIVATE COMMERCIAL VERSUS PUBLIC CLINICAL DISTRIBUTION OF CONTRACEPTIVES. TWO COUNTRIES CHOSEN FORTHE STUDIES ARE JAMAICA AND BANGLADESH. IN THE FIRST 3 MONTHS, MARKETING/ADVERTISING PLANS WILL BE DEVELOPED. IMPLEMENTATION DURING THE NEXT 6 MONTHS WILL INCLUDE RECRUITING/TRNG LOCAL PERSONNEL AT ALL LEVELS, CONTRACTING WITH ADVERTISING COMPANIES, IMPORTING CONTRACEPTIVES, DESIGNING CONTROLS, DEVELOPING EDUC PROGRAMS AND UNDERTAKING A PILOT MARKETING PROJECT. FOR THE REMAINING 3 YRS, EACH SUB-PROJECT CONTRACTOR WILL CARRY OUT A NATION-WIDE PROJ AND EVAL IT. AID FUNDS PAY FOR CONTRACT TECHNICIANS INCLUDING DIRECTOR, FIELD PROJ MANAGER, MARKETING SPECIALISTS, ADVERTISING/RESEARCH CONSULTANT,LOCAL ACCOUNTING SERVICES, TRAVEL, TRANSPORTATION, MARKETINGCOSTS, RENT, OFFICE EQUIPMENT, MISCELLANEOUS. COMMODITIES COME UNDER CENTRAL AID PROCUREMENTS THROUGH ANOTHER PROJECT.
