Abstract
CURRENT PROJECT IS THE SECOND PHASE OF A PUBLIC SER VANT TRAINING PROGRAM BEGUN IN 1973, AND EMPHASIZES PROGRAM EXPANSION AND DEGREE-ORIENTED TRAINING. TRAINING PROGRAM P ARTICIPANTS WILL BE SELECTED FROM IN-COUNTRY SECONDARY SCHOOL GRADUATES AND PROVIDED WITH SCHOLARSHIPS FOR UNDERGRADUATE EDUCATION IN EITHER THE US, THE AMERICAN UNIVERSITY IN BEIRUT (AUB), OR OTHER ARAB-SPEAKING COUNTRIES. SELECTED STUDEN TS WILL AGREE TO RETURN TO YEMEN AND WORK FOR A SPECIFIED NUMBER OF YEARS UPON COMPLETION OF TRAINING. TRAINED PERSONNE L WILL BE DEPLOYED IN DEVELOPMENT-RELATED YEMENI MINISTRIES AND AGENCIES, AND IN FACULTY POSITIONS AT SANA UNIVERSITY. A HUMAN RESOURCES PLANNING UNIT (HRP) WILL BE CREATED WITHIN YEMEN"S CENTRAL PLANNING ORGANIZATION. THIS GROUP WILL FOCUS YARG"S EDUC PLANNING & FOREIGN TRNG PROGS ON FILLING MANPOWER NEEDS AT HOME. SPECIFIC HRP ACTIVS INCLUDE: 1)ESTABLISHMENT OF PARTICIPANT FOLLOW-UP SYSTEM TO PLACE TRAINED PERSONNEL IN APPROPRIATE POSITIONS; 2)RECOMMENDATION OF PRIORITY TRAINING FIELDS; 3)SERVING ADVISORY ROLE IN SELECTION,MONITORING, AND PLACEMENT PROCESS FOR RETURNED PARTICIPANTS; 4)CONDUCTING SURVEYS IN HUMAN RESOURCES FIELD AND PRODUCING RELEVANT REPORTS. INTENSIVE ENGLISH COURSES WILL BE A PREREQUISITE TO FOREIGN TRAINING FOR PROSPECTIVE PARTICIPANTS. GRANT MONIES WILL SUPPORT CONTINUED FUNDING FOR ENGLISH TEACHERS AND COURSE DIRECTOR FOR THE YEMEN AMERICAN LANGUAGE INSTITUTE. ADDITIONAL PROJECT SUPPORT WILL BE CONTRIBUTED BY THE US INFORMATION SERVICE. USIS SUPPORT WILL FINANCE BUILDING RENTAL, EQUIPMENT, BOOKS, AND SUPPLY COSTS. THE NUMEROUS YARG ADMINISTRATIVE PROBLEMS IN THE FIRST AID-FUNDED TRAINING PROJECT HAVE BEEN ANALYZED AND TAKEN INTO ACCOUNT IN THE CURRENT PROJECT PROPOSAL. Project amendment No. 1 of 10/25/81 extends project to 12/31/87 and shifts emphasis in the participant training program to U.S. graduate-level training as opposed to third-country and undergraduate training.
