Abstract
It is designed to eliminate tenacy completely, benefiting the sharecroppers of the Central Lowlands as well as the tenants of the Mekong Delta. All landowners automatically lose their land unless they themselves are actively cultivating it, and then they may retain a maximum of only 15 hectares. The research partially discussed was designed to investigate the immediate economic, social and political effects of the Land-to-the-Tiller Program on former tenants and landlords and the implications of these effects for the national economy.
