FY 1992 ESF Program provides a cash transfer of $36 million to the Government of Colombia (GOC) to support its counternarcotic and economic revitalization efforts.

Abstract
Program funds will be used to service GOC debt to multilateral institutions or the United States. The GOC will covenant to: (1) adhere to economic policies already in place and promote economic liberalization and revitalization, with a focus on creating a market economy through export diversification and expansion; and (2) activate a mutually agreeable counternarcotics strategy through alternative development, with emphasis on job creation and the removal of infrastructural constraints to economical activities. An equivalent amount of local currency will be provided by the GOC to support these two priority areas of economic revitalization and alternative development. Additionally, $14 million in ESF funds will be projectized to support the Administration of Justice, and Narcotics Awareness, and Training and TA projects.
