Abstract
Project implementation will be by the GOP Ministry of Public Works in conjunction with the Ministry of Education and Culture (MEC). Economic Support Funds will be used to construct and equip approximately 1,025 typhoon-resistant 3-room elementary schools throughout the country. In addition, between five and ten elementary schools, each with 10-18 rooms, will be built, bringing the total number of new classrooms available to 3,150. The typhoon-resistant structures, suitable for community meeting halls or disaster control points, will be equipped with teacher and student desks and chairs, blackboards, electricity and a drinking water supply where possible, and sanitary facilities. Selected existing schools may also be provided access to drinking water, electricity and sanitary facilities. The school buildings will be constructed mostly in the country"s rural typhoon-prone areas. A greater proportion of funds may be allocated to Region III in order to satisfy provisions of a 1979 GOP/U.S. agreement to develop former U.S. military bases at Angeles City and Olongapo. Maximum use of local labor and community participation will be encouraged in project activities. After construction, the MEC will assign administrators and teachers, and provide books and other instructional materials. Construction of the new classrooms will directly benefit approximately 126,000 children annually.
