Abstract
The activity is implemented by Advanced Engineering Associates International, Inc. (AEAI) under contract number 72016819C00002. The primary objective of the EPA is to enhance the security of natural gas supply in Bosnia and Herzegovina. To achieve this goal, the activity focuses on three key components: Natural Gas Technical Assistance, Regional Natural Gas Sector, and Training for Regulators and Natural Gas Sector Stakeholders. The Natural Gas Technical Assistance component aims to assist Bosnia and Herzegovina in developing a comprehensive natural gas policy framework. This includes assisting the development of missing primary and secondary legislation, as well as providing technical assistance to stakeholders to ensure that the natural gas infrastructure permitting regime is consistent, transparent, and investor-friendly. The Regional Natural Gas Sector component focuses on assisting Bosnia and Herzegovina to join the regional natural gas market and obtain access to natural gas storage facilities. This involves developing guidelines on meeting the preconditions to join the regional natural gas market and obtaining access to natural gas storage facilities, as well as monitoring and reporting on the progress in joining the regional market. The Training for Regulators and Natural Gas Sector Stakeholders component aims to provide training and capacity-building support to regulators and stakeholders in the natural gas sector. This includes preparing an action plan for the adoption of secondary legislation, as well as providing regulatory independence training to stakeholders. The activity is expected to have a significant impact on the natural gas sector in Bosnia and Herzegovina, enhancing the security of natural gas supply and promoting the development of a comprehensive natural gas policy framework. The activity will also contribute to the integration of Bosnia and Herzegovina into the regional natural gas market and the development of a more transparent and investor-friendly natural gas infrastructure permitting regime. The activity will be implemented over a period of five years, with specific activities and deliverables outlined in the detailed table of activities. The activity will be monitored and evaluated regularly to ensure that it is on track to meet its objectives and deliverables. The EPA will provide technical assistance to stakeholders, including government agencies, regulatory bodies, and private sector companies, to support the development of a comprehensive natural gas policy framework and the integration of Bosnia and Herzegovina into the regional natural gas market. The activity will also provide training and capacity-building support to regulators and stakeholders in the natural gas sector, including regulatory independence training and training on the adoption of secondary legislation. The EPA will be implemented in close collaboration with international organizations, including the Energy Community (EnC) and the European Union (EU), as well as with national and local authorities in Bosnia and Herzegovina. The activity will be monitored and evaluated regularly to ensure that it is on track to meet its objectives and deliverables. The activity will also be subject to regular reporting and review to ensure that it is meeting its expected outcomes and impact.
