Abstract
EPP-I-00-03-00004-00 and USAID Task Order No. AID-306-TO-12-00002. The project's primary objective is to develop the Juma-Bashikurd gas field, with Turkish National Petroleum (TPAO) as the main contractor. Phase I of the project, which involved the construction of a 26 km gravel road, establishment of a central camp, and drilling operations at three gas well sites, was completed in February 2016. The project's environmental compliance was assessed by Credible Construction Company (CCC) in March 2016, following the completion of demobilization activities by TPAO. The inspection focused on evaluating the contractor's compliance with the Environmental Management Plan (EMP), EIA regulation of Afghanistan, and international best practices. However, due to security concerns and the inability of local authorities to provide security, the locations for Bashikurd Wells Nos. 3 and 9 were not accessible for on-site inspection. The inspection identified several non-compliances with the EMP, including inadequate management of solid wastes and sanitary waste water. The site was left with ditches and berms that hindered natural drainage and inhibited the re-establishment of natural vegetation. Temporary facilities, such as septic tanks, were not treated in accordance with standard practices identified in the EMP, posing a risk of disease dispersal and other environmental hazards. The condition of the access road was also assessed, with slopes disturbed and rutting prevalent along the road, particularly from the main road to the Oil and Minerals Company (OMC). The inspection also highlighted the need for road repairs, waste management, and leveling of berms. A cost estimate for these remaining works was provided, based on prevailing market prices in Jawzjan Province. The report emphasizes the importance of adhering to environmental regulations and best practices to ensure the long-term sustainability of the project.
