Abstract
The project focuses on six key areas: school planning process, data for decision making, school design standards, procurement of Architect and Engineer (A&E) and construction services, construction management and supervision, and school maintenance, operation, and utilization. The project's primary objective is to increase the quality and reduce the time and associated costs of school construction, operations, and maintenance, thereby improving the learning environment for students in Jordan. To achieve this goal, the project works collaboratively with the Ministry of Education (MOE) and the Ministry of Public Works and Housing (MPWH) to implement improved systems, policies, procedures, and tools. The ESMP Project assesses the current MOE and MPWH infrastructure process participants, processes, systems, and procedures to identify gaps and challenges. The assessment reviews prior SI assessments and reports, existing laws, bylaws, procedures, and systems, and explores issues of curative versus preventive maintenance. The project also identifies risk factors and negative effects of poor design and construction supervision, leading to corrective contract changes, variation orders (VOs), time delays, and higher costs. The project's focus on school planning process includes needs assessments and site selection, school design standards, requirements, reviews, and approval process. The data for decision making component involves the use of data to inform site selection and school maintenance processes. The procurement of A&E and construction services involves the tendering process, while construction management and supervision focus on the construction process, roles, and responsibilities. The school maintenance, operation, and utilization component involves the maintenance process, facility maintenance strategy, and ongoing physical assessment of schools. The project also explores community ownership and vandalism as major challenges in school maintenance. The ESMP Project's general assessment serves to collect baseline data and evaluate the situations of schools in Jordan across the different stages of development.
