Abstract
The project aims to enhance the planning, oversight, operation, and maintenance capabilities of the Ministry of Education (MOE) and the Ministry of Public Works and Housing (MPWH). The goal of the ESMP Project is to provide assessment expertise, technical assistance, capacity building, collaboration facilitation, and training to the MOE, MPWH, targeted stakeholders, and other counterparts. The project will work in close coordination with multiple governmental and non-governmental actors, including local communities and parent stakeholders involved in the education process. Initial assessments and working groups will lead to policy improvements in the planning, oversight, operation, and maintenance capabilities of the MOE and MPWH. The project will also focus on sustainability of increased capacity, ensuring that the improvements made are long-lasting and self-sustaining. The ESMP Project is a four-year project, with a start date of February 15, 2019, and an end date of February 14, 2023. The project is implemented by The Kaizen Company, LLC, with subcontractors Edvise ME, CDM International Inc. (CDM Smith), and Mostaqbal. The project's geographic coverage is Jordan, and the reporting period for this progress report is October 1, 2020, to December 31, 2020. Key highlights of the ESMP Project include the finalized data loading of current school construction project bundles into the Construction Reporting System in partnership with the MPWH, generating substantial system changes and standardized procedures. Additionally, the project has commenced development of the Physical Needs Assessment Web Portal / Database and the Design Review Smart Project Information Modeling (PIM) E-system, the first steps to integrating these components with a more comprehensive system.
