Abstract
Collaborating closely with the Ministry of Education (MoE) and the Ministry of Public Works and Housing (MPW), ESMP achieved notable successes that will positively impact the future of school construction in the Kingdom. This includes the achievement of ESMP milestones to support the Government of Jordan (GoJ) in standardizing planning processes, overcoming land challenges, and identifying underserved areas for school construction. ESMP also made considerable progress streamlining procurement processes through initiatives such as the development of job descriptions and capacity building, aiming to establish a more efficient procurement system. However, government restructuring, particularly staff changes, present ongoing challenges to these efforts. In the domain of school construction management, ESMP focused on enhancing design review procedures, contractor performance appraisals, and defect liability utilization. ESMP collaborated with the MPW to establish the Construction Management Information System (CMIS) and Standard Operating Procedures (SOPs). These efforts highlight ESMP's proactive approach to sustainably standardize and boost efficiency. ESMP's engagement with external entities, such as the Credit Institute for Reconstruction (KfW) and other USAID implementing partners, showcase efforts to integrate international standards, ensure sustainability, and effectiveness in project implementation. The Jordanian government initiated substantial reforms in the school maintenance system, conducting a comprehensive facility audit in 2023. However, the reactive approach to budgeting and fund-related challenges necessitated the introduction of a proposal to institutionalize the audit and advocate for increased budgets. ESMP continues to oversee substantial progress in implementing the Maintenance Framework Agreement (MFA), with tenders awarded to contractors and plans established for nationwide expansion and collaboration with government entities to standardize maintenance practices. ESMP played an important role in advancing the School Infrastructure process by re-engineering and optimizing processes, enhancing school construction management through CMIS, and addressing persistent challenges related to system comprehension. The ESMP Program remains dedicated to institutional processes, implementing CMIS modules and SOPs, and achieving agreed-upon objectives. Continuous collaboration, training, and feedback underscore ESMP's ongoing efforts towards project objectives and its commitment to adaptive improvements and excellence in educational infrastructure development. Key achievements during the first quarter of FY2024 include: * The Ministry of Education approved the comprehensive Schools Maintenance Model, marking a significant commitment to school maintenance practices and the well-being and educational success of its students. * The Government Tenders Department drafted standard procurement documents to support the expansion of framework agreements for MoE maintenance works, providing a structured and standardized framework for procurement, ensuring legal compliance, and reducing risks. * ESMP supported the approval of standard operating procedures for land acquisition and management, providing a framework for efficient and effective land management. These achievements demonstrate ESMP's commitment to data-driven decision-making, capacity building, and collaborative partnerships, driving substantial enhancements in Jordan's educational development and procurement practices.
