Abstract
The project is implemented by The Kaizen Company, LLC, in partnership with the Ministry of Education (MoE) and the Ministry of Public Works and Housing (MPWH). The project has six objectives, with the first objective focusing on improving schools infrastructure planning at the MoE. This includes improving the efficiency of MoE school construction planning and strengthening MoE land management capacity. The project has made progress in this area, with the development of a new school construction planning system and the establishment of a land management unit at the MoE. The second objective aims to improve procurement processes, procedures, and practices towards a more efficient procurement system. This includes supporting the MoE in implementing procurement organizational restructuring recommendations, strengthening the capacity of the MoE to adopt the approved Procurement Policy Manual (PPM), and strengthening the GoJ construction procurement capacity. The project has made progress in this area, with the development of a new procurement manual and the establishment of a procurement unit at the MoE. The third objective focuses on improving the efficiency of school construction management processes leading to improved quality, time, and cost control. This includes strengthening the school design processes, grading system for construction contractors, taking over and defect liability, and enhancing construction site management. The project has made progress in this area, with the development of a new school design manual and the establishment of a grading system for construction contractors. The fourth objective aims to improve schools' maintenance system and procedures. This includes annual school facility audit restructuring, annual school maintenance plans and budgets, operation and maintenance model, and maintenance framework agreement implementation. The project has made progress in this area, with the development of a new maintenance manual and the establishment of a maintenance unit at the MoE. The fifth objective focuses on providing technical assistance for adopting the information system to support process improvement. This includes the completion and full adoption of the Construction Management Information System (CMIS), expanding the scope of CMIS, full adoption of Geographic Information System (GIS), facility audit system strengthening, data visualizations and decision-maker support, and IT infrastructure. The project has made progress in this area, with the development of a new CMIS and the establishment of a GIS unit at the MoE. The sixth and final objective aims to institutionalize school infrastructure capacity building programs at the MoE and MPWH. This includes supporting the MoPWH in implementing the approved Continuous Professional Development (CPD) framework, supporting the MoE and MPWH in designing and implementing capacity building training activities, supporting the MoE in designing and introducing a community engagement program, and supporting the development and implementation of a new school start-up orientation program. The project has made progress in this area, with the development of a new CPD framework and the establishment of a capacity building unit at the MoE. The project has also made progress in collaboration and knowledge sharing, with the establishment of a working group and the development of a knowledge sharing plan. However, the project has faced challenges, including delays in the implementation of some activities and the need for additional technical assistance. The project has made significant progress in the first six months of the second quarter of FY2024, with the completion of several key activities and the establishment of several new units and systems. The project is expected to continue making progress in the coming months, with a focus on implementing the remaining activities and achieving the project's objectives.
