Abstract
The analysis covered commitments achieved by Moldovan authorities under the National Action Plan for the implementation of the Moldova-EU Association Agreement for the period 2014-2016. Monitoring implementation of the Association Agreement covered concrete commitments undertaken by national authorities in 23 policy areas, with 15 areas related to economic and sectorial cooperation, and 10 areas related to the Deep and Comprehensive Free Trade Area (DCFTA). Experts examined 1063 action lines, with 55% of commitments achieved, 25% partially achieved, and 20% not achieved. The monitoring identified progress in areas such as company law, accounting, and auditing, consumer protection, and agriculture and rural development. However, challenges were noted in areas such as police reform, crime prevention, and combating organized crime, as well as in the fight against corruption and human trafficking. The monitoring also highlighted the need for further efforts in areas such as judicial cooperation, customs and trade facilitation, and public procurement. The report emphasizes the importance of addressing backlogs and issues identified during the monitored period to ensure the successful implementation of the Association Agreement. The analysis provides a comprehensive overview of the progress achieved and challenges faced during the first year of implementation. The Association Agreement's implementation is crucial for Moldova's economic and social development, as it aims to promote economic integration, trade liberalization, and cooperation in various sectors. The agreement also seeks to strengthen Moldova's institutions and promote democratic values.
