Abstract
The initiative, which began in August 2016 and concluded in March 2022, focused on enhancing the capacity of civil society organizations (CSOs) to monitor and evaluate electoral processes, as well as promoting participatory and inclusive public policies at the local level. The methodology employed for data collection included a mixed-methods approach, combining document review, key informant interviews, focus group discussions, online surveys, and a sampling of informants. The evaluation team also conducted an analysis of gender and inclusion, examining the impact of the activity on women and young people. The evaluation revealed several significant outcomes, including the development of a comprehensive monitoring and evaluation plan (MELP) for electoral processes, the establishment of a network of young leaders and CSOs, and the implementation of a diploma course on government and public policy for emerging leaders. The activity also contributed to the reform of the electoral process and the development of a more inclusive and participatory agenda for public policies. The evaluation highlighted several key findings, including the importance of understanding the cultural context of El Salvador and the need for CSOs to develop their capacity to monitor and evaluate electoral processes. The activity also demonstrated the effectiveness of the diploma course in promoting the participation of young people in public policy debates and the development of their leadership skills.
