Abstract
The plan was developed with funding from the President's Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID). The plan aimed to prevent, treat, and control sexually transmitted infections (ITS), HIV, and AIDS in Guatemala. The evaluation of the PEN 2011-2015 was conducted to examine the development process, management mechanisms, and execution of the plan, as well as the associated systems for monitoring and coordination. The evaluation used the Joint Assessment of National Strategies (JANS) guidelines to ensure a participatory, transparent, and high-quality evaluation process. The JANS tool is recommended globally by the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM). The evaluation was conducted through a combination of document review, key informant interviews, and validation in national consultation workshops. The evaluation aimed to identify successes and gaps, determine what worked and what could be improved, and identify critical issues that affected the use of the plan as a national reference framework. The evaluation found that the PEN 2011-2015 had several strengths, including its comprehensive approach to addressing the HIV epidemic, its emphasis on community-based interventions, and its commitment to monitoring and evaluation. However, the evaluation also identified several challenges, including limited resources, inadequate infrastructure, and a lack of coordination among stakeholders. The evaluation recommended several improvements to the PEN 2011-2015, including the development of a more detailed implementation plan, the establishment of clear indicators for monitoring and evaluation, and the strengthening of coordination among stakeholders. The evaluation also recommended that the next PEN should prioritize the needs of key populations, including men who have sex with men, sex workers, and people living with HIV. The evaluation was conducted with the support of USAID|PASCA LMG, and the final report was validated in two regional and two national workshops. The report provides a comprehensive assessment of the PEN 2011-2015 and offers recommendations for improving the national response to the HIV epidemic in Guatemala. The evaluation highlighted the importance of a comprehensive approach to addressing the HIV epidemic, including prevention, treatment, and care services. The evaluation also emphasized the need for strong coordination among stakeholders, including government agencies, civil society organizations, and international partners. The evaluation recommended that the next PEN should prioritize the needs of key populations, including men who have sex with men, sex workers, and people living with HIV. The evaluation also recommended that the next PEN should focus on improving access to HIV testing and treatment services, particularly in rural areas. The evaluation concluded that the PEN 2011-2015 had made significant progress in reducing the number of new HIV infections and improving access to HIV treatment services. However, the evaluation also noted that more work was needed to address the ongoing HIV epidemic in Guatemala and to improve the national response to the epidemic.
