Abstract
The evaluation aimed to assess the performance of the supply chain in terms of governance, resources, and financial management. The study focused on the National Program for the Supply of Medicines (NPSP) and its role in ensuring the availability of essential medicines to the population. The evaluation revealed that the availability of medicines at the NPSP level was around 80%, which is higher than the availability at the secondary and primary levels. However, the availability of medicines at the last kilometer of the supply chain was around 50%, with significant disparities between regions and products. The study also found that the level of service provided by the NPSP was estimated to be around 60% for clients directly served by the NPSP, with a mean delivery time of 7-9 days and a mean satisfaction rate of 47-54%. The evaluation also assessed the costs of the supply chain, including the costs of storage, transportation, human resources, and information technology. The total cost of the supply chain was estimated to be over 25 million CFA francs per year, with the majority of costs incurred at the NPSP level. The study found that the cost of the last kilometer of the supply chain was around 30% of the total cost, with the majority of costs incurred in the districts and at the points of dispensation. The evaluation also examined the financial performance of the supply chain, including the costs of logistics in relation to the value of the products. The study found that the cost of logistics in relation to the value of the products varied significantly between chains, with the cost of logistics for the NPSP chain representing around 60% of the value of the products. The study also found that the cost of logistics for the PEV chain represented around 23% of the value of the vaccines, while the cost of logistics for the products of transfusion sanguine represented around 140% of the value of the products. The evaluation concluded that the supply chain in Côte d'Ivoire faces significant challenges, including the availability of medicines at the last kilometer of the supply chain, the level of service provided by the NPSP, and the costs of logistics. The study recommended that the NPSP and other stakeholders take steps to improve the availability of medicines, reduce the costs of logistics, and enhance the level of service provided to clients.
