Evaluates core contract with the Transcentury Corporation (TCC) and a subcontract with the Phelps Stokes Fund (PSF) in the South Africa Manpower Development Project.

Abstract
Evaluation covers the period 8/79-4/81 and is based on three bilateral evaluations and a management review. TCC, contracted to recruit OPEXers and to oversee project implementation, has effectively recruited 40 high-quality OPEXers. PSF, subcontracted to place recruits in African and U.S. schools, has been slow to place the 73 trainees and per pupil costs are high. It is recommended that TCC: more actively oversee the PSF subcontract; keep prospective trainees informed of the recruitment process; provide alternates to pre-selected candidates only when asked; negotiate lower salaries when possible; streamline orientation; give all OPEXers a 2-month salary advance; appoint a welcomer in each participating country; and follow up on OPEXer reports in Swaziland and Botswana. USAID's should determine the best means of authorizing use of rented vehicles. PSF should submit to A.I.D. an illustrative participant training budget.
