This paper considers the process and criteria used to select districts and urban centers for participation in the Rural Trade and Production Centre (RTPC) Program, which was launched by the Government of Kenya in support of its rural-urban balance strategy during the 1987/88 financial year.

Abstract
Particular attention is given to the appropriateness and effectiveness of the selection criteria and suggestions as to how it could be improved. This paper takes the objectives of the rural-urban balance strategy and the RTPC program as given. A separate forthcoming discussion paper evaluates the rural-urban balance strategy.
