Abstract
The evaluation covers the period 8/88-8/91. It is too early to make a substantive evaluation of CLI"s work because it has not yet produced much final product. However, it is apparent that CLI requires reforms of its structure and management. Major findings include the following. (1) CLI should hire permanent staff to produce draft legislation in a form amenable to adoption by the countries involved. (2) The executive project director, currently located at Florida State University (FSU), should be transferred to the Caribbean to enhance CLI management structure and capabilities. (3) CLI must become less dependent on the University of the West Indies, and its board should be reconstituted to reflect a community of interest beyond academia. CLI"s relationship to Florida State University (FSU), whose contribution to CLI, while not inconsequential, does not seem to warrant the extent to which FSU partakes in project funding -- requires an even more radical change. (4) The restructured CLI should be financed on a self- sustaining basis through a trust funded by unspent A.I.D. grant funds as well as additional sources and, if possible, revenue- generating activities.
