Abstract
Evaluation covers the period 2/79-4/81 and is based on document review, a site visit (Peru), and meetings with staff at A.I.D., the Office of International Statistics (OIS), and the National Center for Health Statistics (NCHS -- the implementing agency), and with U.S. and UN personnel. NCHS has achieved planned targets by conducting two regional conferences, two training workshops in Africa, and training programs in Peru and Thailand. Key innovative approaches developed include preparation and use of a manual of registration practices and its translation into French; publication of a study of systems in five developing countries; provision of data processing equipment and software for record processing; installation of microfilm equipment to develop national archives of vital records; improved data collection forms; and design of prototypes of national demonstration areas. Technical advisory services totalled 26 person-months. VISTIM field projects are operating in Jamaica, Peru, and Thailand, and have facilitated the input of backlogged vital statistics. A new and usable civil registration system was installed in three demonstration areas in Peru. Since 1979, the U.S. Census Bureau has provided training to foreign nationals in vital registration. Lessons learned are the need to commit funds for the full project period and to allow more time and effort in obtaining host-country approval; the desirability of awarding subcontracts to highly qualified organizations; and the soundness of VISTIM"s multi-faceted strategy. A.I.D. funding of the project will terminate with $100,000 in FY81. Evaluator recommends continuation of VISTIM to avoid future start-up costs and loss of experience gained, and to enable countries to profit from VISTIM activities. Review of proposed projects in Ecuador, Brazil, and Indonesia is also recommended.
